See if you can boot to the Recovery Volume (command - R on a restart or hold down the option/alt key during a restart and select Recovery Volume). Run Disk Utility Verify/Repair Disk and Repair Permissions until you get no errors. Then re-install the OS. See if you can boot normally. You can then try the upgrade again.

I have done everything you said. Nothing worked. The problem is that the system doesn’t let me format my drive as APFS. So I backed up my drive and made a partition as a APFS drive and installed there the OS X Mojave. Thanks for your help.
What happens when you try? Does it even start to boot?
It started normally and after 10 min told me that it cannot complete the installation. And then after restarting it frozes at 99% of booting and it does nothing. By the way, it might be that i have fussion drive 1,1TB?
