iCloud storage problems

My iPhone was saying yesterday my iCloud storage was full even though when I looked in settings there was still 1.5 gigabytes free. I deleted a bunch of photos from the iPhone, but some of the ones I deleted still appear in the Photos app on my Mac. I tried to connect to iCloud on the web to see how much space that shows, but I cannot open any part of iCloud after I log in, it says "network unavailable or slow" but other web pages are loading OK.

Photos on the iPhone says there are seven items not uploaded to iCloud.

What do I do to get a consistent report how much space I am using in iCloud and to get the photo content synced again?

The iPhone has iOS 12.0 and the Mac has macOS 10.13.6.

Hello Steven White,

Thanks for asking the Apple Support Communities for help with iCloud, and the alert "network unavailable or slow".

Because of this alert, I recommend connecting to another wireless network and allowing iCloud to sync and remove the files, giving you the space. Bring all the devices connected to that iCloud account, to allow it to update fully across your devices.

You can try this while connected to the network at an Apple Authorized Service Provider or Apple Store. Use this link to find a service provider in your area: Apple - Find Locations

Thanks and have a wonderful day.
