I stumbled upon an apparent solution to my problem that may work for others. If you go to the app store and click on one of the Mohave OS update ads, the next page will list "app license agreement" on the right hand column menu. Click on that, scroll to the page end, click "done" and hope that it works. I suspect the connection is that the MacOS High Sierra updates I was trying to download were related to new features in Mohave. Anyway, it worked for me. Apple really needs to get it together.

Greetings HaileyS13, Thanks for visiting the Apple Support Communities! I understand you're unable to download apps from the App Store, as you're receiving a prompt to read and accept the terms and conditions for Apple Media Services. Further, you're receiving this alert in a loop after you select to continue with reading the terms and conditions.

I suggest the following troubleshooting steps to help with this behavior:

  • Restart your iPhone: Restart your iPhone, iPad, or iPod touch
  • Sign out of the iTunes & App Store, sign back in, and test the issue. Keep in mind, signing out of the iTunes & App Store will remove music downloaded for offline listening if you're an Apple Music member. To sign out of the iTunes & App Store: tap Settings > iTunes & App Store, then tap your Apple ID and select Sign Out.
  • Test connecting your iPhone with a different network. For instance, does this occur with using both Wi-Fi and cellular data?"

Use your iTunes app on the Mac to view your account details. In the iTunes Store use the Account link in the Quick Links on the right side.before showing your the details, you should be presented with any new Terms to which you must agree.
