Why am I not able to purchase an app from the App Store, when I have money on my card?

I called my card and made sure that I had enough money on there to buy this app, but after the App Store accepted my card information, I tried purchasing the app and that’s when I got a notification saying that it didn’t go through, and to Contact Apple support... so that’s what I’m doing. Can you tell me why it isn’t working?
