macOS Mojave - System Preference, Security & Privacy, Accessibility - Not Working/Empty

This is quite a copy paste of a previous question in this forum - System Preference, Security & Privacy, Accessibility - Not Working/Empty

However, the solutions offered did not solve the problem on the new Mojave version and therefore I'm asking again.


Just updated to the latest Mojave 10.14 (18A391).

After the update my System Preference, Security & Privacy, Accessibility access list is not working, it's completely empty/blank and I can't use +/- either. They do nothing. The + does try to add an app and I can select an app via the dialog box but the window just still shows blank after choosing an app. It never adds anything.


I have rebooting numerous times and power-cycled also to no avail. I have also used Onyx to repair Permissions and also CleanMyMac utility, all passed perfectly fine.


The list never used to be empty, there were several apps listed in there such as DropBox and BetterTouchTool, but they're all gone now. It's completely empty.


I'm having major issues because apps that were once on the list now won't run till I add them to the list, but I can't. I would even purchase another app that could control this list, but I don't know of any app that does.


I hope someone has a solution or an idea of what to do because you've experienced the exact same situation.

To be honest I'm not sure what exactly solved the issue but it seems that removing /Library/Application Support/com.apple.TCC/TCC.db file and restarting the system solved the problem, at least this is the last thing that I've done.

In addition, I added r/w permissions to everyone to /Library/Application Support/com.apple.TCC/ directory.

To be honest I'm not sure what exactly solved the issue but it seems that removing /Library/Application Support/com.apple.TCC/TCC.db file and restarting the system solved the problem, at least this is the last thing that I've done.

In addition, I added r/w permissions to everyone to /Library/Application Support/com.apple.TCC/ directory.

This is how you change permissions so you can delete the TCC.db


  1. First, we will temporarily turn off System Integrity Protection so that we have access to delete the database. You may want to print these instructions or write them down so that you have access to them while rebooting your Mac.
  2. Click on the Apple menu and choose Restart….
  3. Hold down the Command and R keys so that your Mac will reboot in Recovery Mode.
  4. From the Utilities menu, choose Terminal.
  5. Type csrutil disable and press Return.
  6. Click on the Apple menu and choose Restart.
  7. Drag the file:

    /Users/<username>/Library/Application Support/com.apple.TCC/TCC.db

    to the trash.

  8. You can then repeat Steps 2–6, typing csrutil enable instead, in order to turn SIP back on.

Enabling one app at a time also does not work. Every reboot caused the issue to return including if I enabled system protection.


I was able to resolve it though (not in a way I wanted though). Thinking that my A/V might be causing an issue I uninstalled ESET Cyber Security Pro. Even with system protection on, and without re-creating the TCC.db file, as soon as I rebooted after uninstalling ESET everything is working again.


I already tried excluding the /Library/Application Support/com.apple.TCC/*.* directory from ESET scanning and real-time protection, but that did not resolve the issue. Only uninstalling ESET fixed it. Apparently, there must be something in ESET that is causing this issue with Mojave. I have opened a ticket with ESET, but for now I suppose I just can't use an A/V product.

It may be that your System Preferences preferences file has become corrupted.

Close all running apps, click on Go in the Finder menubar select Go To Folder type in:

~/Library/Preferences/com.apple.systempreferences.plist press Go.

A new Finder window will open with the file highlighted, move this file to your Desktop.

Restart your Mac, a new System Preferences plist will be created. Once your Mac has booted up open System Preferences> Security & Privacy> Privacy> Accessibility, unlock the padlock and see if you can now add items to the list. If this works you can delete the file you moved earlier.

I read a bunch of threads and ended up at Reset Home Folder Permissions. I got to step 6 which seems to take a good 10+ mins to run, give or take. After that stopped and before I went to the next step of issuing a command in terminal, I opened the Accessibility pane one more time for good measure and it was WORKING!


I did not do step 7. I hit unlock, and everything was there for me to turn off or on. Since the 2 apps in question didn't work before, I just locked the pane without changing anything since they were already checked. Both apps (Magnet.app and Automator.app) worked without a hitch.


Whew! Let me know @spscmt if that works for you.

Have you tried restarting your Mac in Safe Mode and trying to add the apps. Use safe mode to isolate issues with your Mac - Apple Support

Or it may be a problem with your user account, open System Preferences> Users & Guests and create a new user account, make sure it has admin privileges, now login to that account and see if you can add apps to the System Preferences> Security & Privacy> Privacy> Accessibility panel.

The settings for Accessibility are stored in

/Library/Application\ Support/com.apple.TCC/TCC.db

I would first try to exclude this file from any real-time scanning,

if that doesn't work, uninstall Symantec entirely.
If that doesn't resolve the issue, reinstall it...

I've also heard of a case where disabling System Integrity Protection resolved this problem,

however that should not be done on a production computer...

I have upgraded my machine to Mojave...and after upgrading I cannot check/tick any application or add any applications to accessibility-->Privacy.


But Later I noticed that...There is one lock button bottom which is not letting us to make any changes. If we click on that then the screen will be unlocked and we can manage the applications in accessibility

I am having this issue on 2 Macs, both on 10.14.3, where the problem started. I just looked at my second mac tonight for the first time after trying to restart "Magnet" app. I got the popup saying Accessibility needed to changed for the app. I went to the Pref pane and could see, like on my first mac, the screen was blank with no entries. Trying to add it did nothing, just like first mac.


So then I'm here on the thread reading this and that and wondering if I'm going to have to get on with Apple support, etc, and see one comment about granting broad permissions to the folder the db file lives in. I went there and saw that it had a red dashed circle, meaning I couldn't change it. I did a quick command-i to get info. Nothing surprising.


But then I went back to the Accessibility entry, which had been blank. Now, all entries were back. Literally the only thing I did on this second mac was 1) visit the folder and try and click into it (red dash circle, 0 bytes in folder) and then 2) try and get info on the folder (command-i), and then the folder was repopulated but greyed out and locked as expected. All the expected apps were in there.


I unlocked Accessibility, granted access to Magnet.app, closed it, and the app works and all looks well.


I will restart this machine, and try the exact same thing on the first mac and see if there is some magical effect of simply trying to click or view the folder:


/Users/<username>/Library/Application Support/com.apple.TCC


If someone else browsing this that still has the problem, can you try my steps 1 and 2?

I've been dealing with this problem too. Nothing seemed to work, commands, removing antivirus, going into safe mode, nothing.

Then I wanted to do a clean install of Mojave, but did a quick recovery install by command-r instead. And as a miracle there they where, the apps in accessibility. My Wacom worked, Teamviewer works!
