macOS Mojave - System Preference, Security & Privacy, Accessibility - Not Working/Empty

This is quite a copy paste of a previous question in this forum - System Preference, Security & Privacy, Accessibility - Not Working/Empty

However, the solutions offered did not solve the problem on the new Mojave version and therefore I'm asking again.


Just updated to the latest Mojave 10.14 (18A391).

After the update my System Preference, Security & Privacy, Accessibility access list is not working, it's completely empty/blank and I can't use +/- either. They do nothing. The + does try to add an app and I can select an app via the dialog box but the window just still shows blank after choosing an app. It never adds anything.


I have rebooting numerous times and power-cycled also to no avail. I have also used Onyx to repair Permissions and also CleanMyMac utility, all passed perfectly fine.


The list never used to be empty, there were several apps listed in there such as DropBox and BetterTouchTool, but they're all gone now. It's completely empty.


I'm having major issues because apps that were once on the list now won't run till I add them to the list, but I can't. I would even purchase another app that could control this list, but I don't know of any app that does.


I hope someone has a solution or an idea of what to do because you've experienced the exact same situation.

I would at this point just re install Mojave. And this time don't install any anti-virus apps or anything that cleans, optimises or promises you the world, Macs don't need such things and they sometimes create more problems than they claim to resolve. There are no viruses for Macs, and the OS tends to look after itself pretty well, if you want to keep on top of adware/ malware install Malwarebytes, there is a free version.

Enabling one app at a time also does not work. Every reboot caused the issue to return including if I enabled system protection.


I was able to resolve it though (not in a way I wanted though). Thinking that my A/V might be causing an issue I uninstalled ESET Cyber Security Pro. Even with system protection on, and without re-creating the TCC.db file, as soon as I rebooted after uninstalling ESET everything is working again.


I already tried excluding the /Library/Application Support/com.apple.TCC/*.* directory from ESET scanning and real-time protection, but that did not resolve the issue. Only uninstalling ESET fixed it. Apparently, there must be something in ESET that is causing this issue with Mojave. I have opened a ticket with ESET, but for now I suppose I just can't use an A/V product.

ESET product is something we have in common so most likely it causes the problem.

After I removed TCC.db (and rebooted, perhaps), ESET Endpoint antivirus requested again some kind of control over System Preferences which I temporarily rejected and since then the problem with Accessibility list didn't emerge.


I suggest you to mention a link with your ticket to ESET, this may help others.

Hello, I have exactly same issue, uninstalling ESET caused that now when I add something to Accessibility the list of allowed apps won't disappear BUT now every time when I add some app and restart my MAC after that I add something else to Accessibility the MAC freezes, like I can move cursor but I can't click on anything. It drives me crazy and nothing listed above didn't help.

Yes and no. I installed Garmin Express and it stopped working. The security features disappeared. It may be that that created the problem to start with when I updated the apps. I uninstalled the app and the security features came back after a system reboot. I tried with another app and it kept the features without problem.


Is this problem specific to Garmin Express, I'm not sure.

No it's not. I experienced exact issue when I installed ESET - security features disappeared, after I uninstalled ESET security features came back once again. Unfortunately now when I check/uncheck access to any app, my system freezes and I can't click anything until restart, after restart I am able to check/uncheck apps in security but after a while when I try it again system freezes again.

But Later I noticed that...There is one lock button bottom which is not letting us to make any changes. If we click on that then the screen will be unlocked and we can manage the applications in accessibility

That old fashioned opinion about Macs not needing AntiVirus is hogwash. We remove viruses from Macs all the time. https://www.macworld.co.uk/feature/mac-software/mac-viruses-list-3668354/


The problem is that most antiV packages default to being too intrusive and thus people just go with the "I don't need it because an ad campaign from 20 years ago said Macs don't get viruses."

I am having this issue on 2 Macs, both on 10.14.3, where the problem started. I just looked at my second mac tonight for the first time after trying to restart "Magnet" app. I got the popup saying Accessibility needed to changed for the app. I went to the Pref pane and could see, like on my first mac, the screen was blank with no entries. Trying to add it did nothing, just like first mac.


So then I'm here on the thread reading this and that and wondering if I'm going to have to get on with Apple support, etc, and see one comment about granting broad permissions to the folder the db file lives in. I went there and saw that it had a red dashed circle, meaning I couldn't change it. I did a quick command-i to get info. Nothing surprising.


But then I went back to the Accessibility entry, which had been blank. Now, all entries were back. Literally the only thing I did on this second mac was 1) visit the folder and try and click into it (red dash circle, 0 bytes in folder) and then 2) try and get info on the folder (command-i), and then the folder was repopulated but greyed out and locked as expected. All the expected apps were in there.


I unlocked Accessibility, granted access to Magnet.app, closed it, and the app works and all looks well.


I will restart this machine, and try the exact same thing on the first mac and see if there is some magical effect of simply trying to click or view the folder:


/Users/<username>/Library/Application Support/com.apple.TCC


If someone else browsing this that still has the problem, can you try my steps 1 and 2?

Just ran into the same problem this morning after noticing my Logitech MX Master 2S scroll wheel had stopped working. I'm sure it was working late last week but when I opened my new MacBook Pro (came pre-installed with Mojave about three weeks ago) this morning after it slept for the weekend, it took a reboot to get it started. Shortly thereafter I was scrolling through a web page and noticed the Logitech mouse's scroll wheel was not working. After googling around a bit, I wound up at the System Preferences/Security & Privacy dialog and was surprised to see the app list for Accessibility was empty. When I installed the Logitech Options software last week, it had me add itself to the Accessibility list (there were already a couple of other apps in that list) and everything seemed to work fine.


I'm running Mojave (10.14.3) and can't remember for sure whether there was a Mojave update installed last week.


I tried douglasb's steps 1 & 2 without success. Logged on as user (not administrator), Finder allowed me to click the /Users/<username>/Library/Application Support/com.apple.TCC folder and pop up the Info panel. But the Security & Privacy dialog for Accessibility still showed a blank app list.


I then tried giving Read & Write access for the com.apple.TCC folder to everyone, but that didn't help. I'll try restarting the MacBook now to see if that makes any difference.

I read a bunch of threads and ended up at Reset Home Folder Permissions. I got to step 6 which seems to take a good 10+ mins to run, give or take. After that stopped and before I went to the next step of issuing a command in terminal, I opened the Accessibility pane one more time for good measure and it was WORKING!


I did not do step 7. I hit unlock, and everything was there for me to turn off or on. Since the 2 apps in question didn't work before, I just locked the pane without changing anything since they were already checked. Both apps (Magnet.app and Automator.app) worked without a hitch.


Whew! Let me know @spscmt if that works for you.

I don't have ESET, so that's not the issue in my case.


After restarting, no change - still had an empty Accessibility app list.


Decided to uninstall Logitech Options. Upon attempting to empty the trash to complete the uninstall, VMware Fusion complained with a popup about needing Accessibility for full functionality (it was one of the apps originally listed in the Accessibility app list).

Went ahead and emptied the trash, figuring I was probably going to have to go back to Sierra and reinstall everything anyway, deep quit all my apps, and restarted. Voila, the Accessibility app list was fully restored. Will reinstall Logitech Options now.


Sure hope this isn't going to be a recurring issue. I can't believe how buggy Mojave is. This is just one of many issues I've encountered. Our IT department doesn't let us upgrade from Sierra to Mojave, but my new MacBook came with Mojave installed, so they just left it. Thinking about installing Sierra. Just hate to have to re-install all my apps and VMs, having spent a couple of weeks moving everything over from (hold your noses) an old Windows 7 Pro Dell laptop.


Guess I'll stick with Mojave for now unless the Accessibility issue keeps recurring.
