I type in my husbands phone number and my daughters phone number receives my text. My settings for Send and Receive are correct - unique to each device. If my husband texs me I can text him back, but if my daughter texts me, it reverts back to her receiving all the texts I send my husband. This only happens on one device, the other devices don’t have this issue. We all share the same Apple ID account.

That's 100% the cause of your problem. Once you've made that mistake, it's not easy recovering from it. In addition to setting up separate accounts, there are other steps. Review the other threads on this topic for more information.
