Frame rate change

I need to change a film from 29.97 to 24 frames for a film festival.

The modify function on Final Cut will not give me any options.

Do I need to get a clip in 24 frames, add it to the movie and go from there? If I do that, will I be able to remove the clip after the change?

Or is there another option?

You change the frame rate when you make the new project. Use the custom setting rather than automatic. If you use automatic you simply use the same frame as the clips. Setting a custom frame rate will change the frame rate before you paste into the project.
