ios diagnostics not working on apple watch

Trying to add Apple Care+ to my Series 4 watch and pay monthly. Only way to do this is over the web with the tool or going to a store. Closest store to me is a good 2 hour drive each direction. When i send the link either via email (native app) or text msg neither will run the tool. Has anyone found a fix for this issue? Tech support is useless!!!
