I'm trying to redeem my App Store & iTunes gift card for a purchase of an iTunes gift. The balance is not being charged but my credit card is. How/what am I doing wrong?

You can't use an iTunes gift card (nor an account's balance) for gifting, it can only be used to buy things for yourself - if you want to gift an item or an amount you will need to have a credit card on the account.
