cellular on series 4 watch, "not in use"

Hello. I purchased a Series 4 watch yesterday( and successfully paired it to my phone. I recieved an email from AT&T saying I had added an extra device to my plan at $10\month... but when I got into "cellular" on my phone (in the area where you manage the watch) it says cellular "not in use". What am I missing?
