I can't get the command R function to work

I need to restart my computer with Command R function so I can erase the MacBook Pro (2012) and the command R button is not working. I did a search for disk utilities and tried to erase the hard drive and I can't even do it there. What am I doing wrong

Command-R invokes Recovery Mode, loaded from the Recovery HD partition on your Boot drive. If that partition is damaged or missing, it cannot work.

On most Macs after about 2011, there is an Internet Recovery mode built into its ROM. This does not actually contain the Utilities, but knows how to get them off the Internet. It is invoked with Command-Option-R. The spinning globe assures you that it has been started and is trying to get the Utilities from the Internet.
