After updating to Mojave, depending what I'm doing pressing volume keys either shows web page info, signs me out or other weird functions.
PRAM etc. resetted several times to no avail. Please advise.

If you press the fn + F10, fn + F11, fn + F12 keys can you change the volume settings on your Air?
If this is the case, you may want to visit System Preferences : Keyboard : Keyboard tab, and deselect that last check box. That will allow you to directly use the keyboard volume functions as etched into those preceding function keys.
If these paragraphs do not resolve the issue, then are you using a keyboard remapping tool, or custom keyboard layout?
Please run Etrecheck and post its report here. There may be a system extension or daemon that is incompatible and needs to be updated or uninstalled.
Unfortunately the suggestion above doesn't change my situation. All the other function keys work as intended but none of the volume keys do. I CAN change volume from the menu bar icon.
Key behavior varies a bit but most often they just force sign out, no matter what programs I'm running at the moment. If I have Firefox browser open, volume increase key + fn key shows Firefox developer tools.
Update: re-installed Mojave, the problems persists with a further complication: now when I try to adjust the volume from the menu bar icon, I'm signed out, i.e. the same as when using F10-F12 keys. Keyboards is in its original unaltered state, all other F-keys work fine as before; screen brightness, keyboard illumination etc.
If you have Google Play installed, uninstall it.
