How do I get rid of 5 cents on my account?

I need to get rid of 5 cents so I can change my App Store region.Nothing is that low of a price.How do I get rid of it?

Buy an item more expensive than your balance and use a credit card to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
