Why, precisely, does Apple refuse to ship photo books to APO addresses?

The print Products store does only deliver inside the country of the store, so you cannot use a delivery address in a foreign country. But it does not matter anymore. Apple stopped the support for print products completely on September 30 and you now have to use third-party providers to create photo books.
