If you're using a VPN, temporarily turn it off when setting up the account.
If that does not apply (or help), disconnect from your Wi-Fi network (or turn it off) and set up the account over a cellular connection only. For some reason this seems to help (maybe a DNS or firewall issue on your home router).
Do you have 2-step verification enabled on your Google account?
I think it was just an issue with the Google Auth service utilized by the Settings app. Today was Google+ scandal day which I doubt was coincidental to what we experienced. Anyway, I waited it out and was able to add the account to my phone just now. No new hardware or software updates installed. I’m glad that’s over.
I suggest that you download the Gmail app. It is much more efficient at handling Gmail than the native mail app on the iPhone, and it supports Push in the Gmail app that won't do in Apple Mail.
I was on travel this week and lost linkage to gmail from Apple Mail on both of my iOS devices (iPhone and iPad). I suspect is has something to do with being on airplane WiFi so I will try again now that I am back home. In the interim, I downloaded the Gmail app, which was able to connect.
I have to say though that that app is horribly designed. Apple Mail is so clean and friction free. Gmail app is really just a web app. If I worked on that app for google, I certainly would be embarrassed and not put it on my resume.

Guess it was a hardware issue then... I had to go back to the store and get a new phone. had them leave it at 12.0 Had no trouble adding Google accounts after that. Perhaps this is something at the backend at Apple. Maybe they heard about the problem and were able to fix it there.
anyway, works now.
Maybe keep trying on a cellular-only connection. If it fails, keep trying ...
Seeing it in a few other threads and on different sites. Probably just another bug. I've upgraded to 12.0.1 and same results.

I don't believe so. The Gmail app is just for mail. I don't use Google Calendar, so I can't really comment any more on that. I just know that adding Google to the native Mail app can be a problem sometimes, as you have found. Maybe someone that uses Google Calendar can read this and respond.
I have been using my google accounts for mail, contacts, and calendar for years... on many versions of iPhone. latest was my iPhone X which I just turned in at store. now the Xs will not let me sign in to google. all seems fine, then it says can't do it... ***????
I’m in the same boat. I’ve tried different Google accounts all with the same result. It’s like the Settings app is not receiving the authentication token after the credentials are supplied. It just goes back to the account type list. I just need contact sync. I use the Gmail and Google Calendar Apps for the other services.

No I don't think that's the case at all. I have 12.0.1 on Xs Plus, and just added my wife's Gmail account just to test it, no problems at all. I added her G Suite account as well, no issues at all. I can't explain why you're having an issue, but it doesn't sound like an iOS problem to me.
I really just need to sync my calendar in google to my phone...will it do that if I do the app?
