When trying to turn on in-app purchases, all instructions advise me to go to Settings>General>Restrictions. However, there is no “Restrictions” under “General.” This is my iPhone, no other profiles installed. 7 Plus, iOS 12.

The ScreenTime passcode is the same as what was previously used for Restrictions. Even if Restrictions was not enabled at the time you updated to iOS 12, ScreenTime seems to pick up whatever passcode was used last time that Restrictions was enabled. To my knowledge, repeated attempts at the ScreenTime (Restrictions) passcode will not lock you out, only your main passcode can do that. So, keep trying?

I've seen several people post about having issues with a passcode randomly being set....unfortunately, you are right and you'll need to restore the phone in that case.

Unfortunately, “Screen Time” has nothing to do with whether you can make in-app purchases. Every article I could find on how to turn them on gave Settings > General > Restrictions as the path to follow and it simply does not exist.
Actually, it may possibly be in there. Unfortunately it requires a passcode that I don’t remember ever setting and all passcodes I would normally use in such situations don’t work and I am up to 9 failed attempts and I’m afraid I might brick this phone. I guess I’m going to have to do a complete reset on this phone.
Unfortunately, that seems to be typical of Apple. Their software is the ultimate in user-unfriendliness. Instead of being able to play around with something to figure out how it works like you can with other operating systems, you literally have to get on the web and do research about how to do the simplest things. It’s infuriating. I literally had to research how to turn off random playback on the Music app. That to me is the epitome of poor software design.
