Block Amazon pop up ads

i have taken all the suggested steps to block these pop ups, but they continue. Next steps?

iPad Air 2 Wi-Fi, iOS 12

Settings > Safari > Clear History & Website Data

They aren't Amazon ads (that is, Amazon isn't sending them). They are scams. See: Dealing with Safari popups that won't go away
