Itunes 12.8 stuck at "waiting for sync to start" when trying to sync iphone se

I updated the ios on my iphone se to ios 12. Now my phone will not synce with itunes. It stalls at

"waiting for sync to start".

Help!

iPhone SE, iOS 12.0.1

What version of iTunes, and OS X are involved? Evidence from other threads suggests you need to be running iTunes 12.8 or better on OS X 10.11.4 El Capitan or better to connect to iOS 12 devices properly. Try rebooting both devices. Reinstall iTunes if that is an option and the problem persists.

I am currently on iTunes 12.8 and running El Capitan 10.11.4

I have tried rebooting booth devices and unfortunately I cannot reinstall iTunes as my OS is too old and I don't know where I can download that version. My iphone SE still sits at waiting for sync to start when I connect to my iMac. Very frustrating.
