I have "lost" my iPad. but when i went to "find it" using "Find my iphone," i discovered the iPad is not on the list anymore. Is that because i upgraded from iphone 6s plus to an iphone 8? How do i put the iPad back on, so i can find it?

No. It's not on the list because you are not signed into iCloud with Find My iPad enabled on that device. The only way to get it back on is to sign in on that device. You must have physical possession of the device to do that.
