Preview hangs only when opening jpg files

Mojave 10.14 - Preview works properly for pdf, png, tif, mp4 files, but it hangs when opening jpg files (see screenshot below). The preview window opens at the right size of the picture but cannot resolve the picture. Eventually I need to Force quit Preview

I have deleted the files below:

Caches/com.apple.Preview

Containers/com.apple.Preview

Saved Application State/com.apple.Preview.savedState

Containers/com.apple.quicklook.ui.helper

Obviously restarted a few times and repaired Launch services.

I tried to find errors in the console logs, but couldn't identify anything, although I may need help to make sure I was looking in the right log.

Preview was working properly before I upgraded to Mojave.

MacBook Pro (Retina, 15-inch, Mid 2015), macOS Mojave (10.14)

Well, if it doesn't work in a different user, it's not a pref file. If it doesn't work in Safe Mode, there's no app interfering. That pretty much leaves a bad install which would need rMojave einstalled.

I can't recreate the issue. Test in a different user account. If that still doesn't work test while in Safe Mode.

Logging in as different user or in safe mode doesn't solve the problem.

In my case, jpgs emailed to me as attachments open in Preview hang when I try to close the attachments. I can add them to Photos. I can open and close the copy from Photos normally. I have access to the top nav bar. When I cursor over the image I get the color wheel. If I restart, force quitting preview, the image sometimes reappears, sometimes not, upon startup. If it goes away, it does not reappear on subsequent startups. I upgraded to Mojave a week ago. This never happened before that.

I lack your skills to do the troubleshooting steps you described.

Is this substantially like your issue?

Did you find any solution short of reinstalling Mojave?
