Can't Arrange the Icon on my Dock
I purchased a new iMac, I didn't restore it from a Time Machine backup and I am running Mojave. Trying to customize my Dock and I cannot rearrange the icons.

Found this thread as I was experiencing this same issue. After reading through the comments, I tried the following and it works every time. Click and grab the icon and drag it to the spot you want it. Before letting go, slide the icon towards the bottom of the dock in that spot and you'll see the other two icons split apart. If your dock is on the right, slide the icon to the right, or to the left if your dock is on the left (this is how i set mine up). Hope this helps!

Works for me, have you tried a restart?
Or try a new user account with admin privileges.
Or try Safe Mode, Use safe mode to isolate issues with your Mac - Apple Support
FWIW, I found I could move an icon if I clicked and moved the icon in one motion - i.e., grabbed and moved it before it had the chance to change to the dark shading. Appeared to be independent of the icon size setting and worked whether the dock was on the right or on the bottom.
You can also try restarting the Dock. Type "killall Dock" into the Terminal.
I had the same issue on my Mac after doing an in place upgrade to Mojave. I did a reset of the dock to default by opening Terminal, then copy & paste the following:
defaults delete com.apple.dock; killall Dock
This will get rid of any apps you have added to your dock and reset it back to defaults. Adjust your settings and then add a couple of Apps you want to have in your dock. Hold down the Option key while clicking on the icon and you should be able to drag it to where you want it.

Yep, click and move immediately - your icon will follow. (May need to practice the 'touch' a few time.)
Open Launchpad. You'll see dock items in a grid ... all of them ... even ones you've removed. Click on an item from there and drag to dock. Example that mail icon is in the dock but in a place where you don't want it? Click and drag the mail icon from Launchpad and drop it to where you do want it in the dock. It will rearrange accordingly. Voila.
I spent ages on this problem too which it is about time Apple fixed.
What worked for me was first that I had to relocate dock to bottom (i normally have it right)
Then make the icons super large
Then I found by first dragging down and right at same time the icon became free and you could then relocate.
Would be nice if Apple fixed this on next debug

The only way I can rearrange, I have to remove if from the dock and then move back to where I want it. The old Click-hold-drag worked on my old Mac with the old operating system but not with Mojave.
Yes I tried this and it finally worked click+Move in one motion
Should just be a case of click-hold-drag left or right if you want to change the order they appear.
Click-hold and move upwards till you see Remove if you want to remove an apps icon.

The point is he could not and I could not!
I had set up an account in High Sierra no problem. I was setting up this account today in Mojave and could not arrange the dock. I don't know the size of your icons but I have mine small almost the smallest allowed. Whether size is a factor I don't know.
The way I described is the only way I could get it to work. I more there was another 33 who had the same problem and bothered to come to this site. So how many thousands in the big wide world

Thanks. I had tried this. There must be some combination of factors causes this problem. Some days the items move as intended and sometimes they dont. I have not been able to identify the factor that makes the difference.
