I purchased a new iMac, I didn't restore it from a Time Machine backup and I am running Mojave. Trying to customize my Dock and I cannot rearrange the icons.

Found this thread as I was experiencing this same issue. After reading through the comments, I tried the following and it works every time. Click and grab the icon and drag it to the spot you want it. Before letting go, slide the icon towards the bottom of the dock in that spot and you'll see the other two icons split apart. If your dock is on the right, slide the icon to the right, or to the left if your dock is on the left (this is how i set mine up). Hope this helps!
Of course should have mentioned that too.
FWIW, you can relocate icons if the Dock is on the right as well. I don't have to drag an icon up or down to relocate icons on the bottom or left or right if the Dock is on the left or right.
