My understanding is it won't work if it is the same Apple ID. And your experimentation with your wife's phone would seem to support this theory.
No. Airdropping would be entirely broken if you could not airdrop to your own devices because they are using the same Apple ID.
This is not an issue. You can Airdrop between devices using the same Apple ID just fine. As I said, it works between my iPad and iPhone. And there's never been a mention anywhere of this being a limitation.

Make sure the receiving device is unlocked, and bluetooth is turned on both devices.
It may take a moment for the device to show up.
As mentioned in the support document, if either iPhone has personal hotspot turned on, turn it off.
Make sure they are sufficiently close to each other.
If you can't see the person or the device that you're trying to AirDrop to, check the following:
- Check that both of you have Wi-Fi and Bluetooth turned on. If either of you have Personal Hotspot on, turn it off.
- Make sure that the person you're sending to is nearby. You can't AirDrop to users who are out of Bluetooth and Wi-Fi range.
- If the other person’s AirDrop receiving setting is set to Contacts Only, and you’re in their Contacts, they need to have your Apple ID information in your contact card for AirDrop to work. If you're not in their Contacts, have them set their AirDrop receiving setting to Everyone in order to receive the file.
If it still won't work, try a forced restart of both devices.
- On an iPhone 8 or later: Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Then, press and hold the Side button until you see the Apple logo.
- On an iPhone 7 or iPhone 7 Plus: Press and hold both the Side and Volume Down buttons for at least 10 seconds, until you see the Apple logo.
