10.13.6 will not finish shutting down

I have an issue where my 10.13.6 MBP will not finish shutting down (or restarting). The screen will go black, and the mouse will reposition to the upper left. During this hang, the mouse cursor is responsive, but it will never completely shutdown. If I hold the power button, it will force a shutdown.

This is a problem because I cannot install any OS updates, because it hangs at this point of the process.

I have tried:

1. Resetting PRAM and SMC.

2. I've reinstalled OS

My next step would be the wipe the disk and reinstall from an empty disk. I really don't want to do this, since it will take me a long time to rebuild all my tools, etc.

Does anyone have any advice of what else to try?

Is there a way to capture the console output during shutdowns?
