I am unable to add a card to my Wallet/Apple Pay despite trying everything!

I want to add my debit card to my Apple Pay/Wallet but when clicking the + icon I get a message sayin “Please try again later or contact your card issuer”. Now my card is definitely Active and working, I contacted my bank and they said everything is fine and Apple Pay is active at their end. I have the latest IOS installed and am definitely signed into my ICloud. Any other ideas?
