My IPad is disabled, the slider won’t let me turn off and it won’t connect to iTunes because it is locked. How can I enable?

The iPad won’t slide to power off. I’m not sure why but it can’t connect to iTunes either because it’s locked with a passcode. Has anyone had the same issue and can anybody help? The nearest apple store is almost 3 hours away! Thanks in advance
