If I block someone's phone number on iMessage from contacting me, will they still be able to contact me using their email hooked up to their iMessage? I don't know their Apple ID email, otherwise I would block that as well.

Blocking in iOS is based purely on the iformation you have for that person/contact on your iOS device (it‘s a blacklisting service, so simply looks up incoming ID data with what’s in the devices blocked database). If they use an address you don’t have, then blocking won’t apply until you add that information to the blocking list.
