Make sure you have

Settings > Screen Time > Content and Privacy Restrictions > iTunes and App Store Purchases > Deleting Apps > Allow ON.

If none of the Apps have the x in the corner, make sure you did not restrict deleting Apps.

In iOS 12 the option is in Settings->Screen Time->Content and Privacy Restrictions->iTunes & App Purchases->Deleting Apps. Make sure its set to Allow.

If most apps have the x but the specific ones you want to delete don't then those apps may not be deletable.

What apps specifically are you trying to delete?

I’m having the same issue. I can’t delete ANY app including games I downloaded. When I hold down a app, a list appears like: share, quick search, + new post ect... It also depends on what app I’m trying to delete. Screen Time delete apps is allowed already but nothing works. The app doesn’t wiggle no matter how long I hold it down for. It use to wiggle and show an X until I did the new update. I’m on an iPhone 6+. Please someone help me on this!

That means you are pressing down too hard. You are activating 3D touch.

Lightly tap and ad hold your finger on an app. If done right the App you are touching will get a bit dark. After a second or 2, they should all start shaking.

Don't press down. Just lightly put your finger on an App.
