Nowadays iOS 12.0.1 again only have Khmer language pack but has not Khmer typing keyboard yet

Apple developer should think about it, Cambodian people like Apple product than another product , but why apple not include Khmer typing keyboard in iOS 12. Yab...again and again...🤔🤔. Nowadays I am using iOS 12.0.1 on iPad pro 9.7.
