How do I add a user to my iPhone
I want to add my wife as a user on my iPhone because we’re on a cruise ship that only allows one device at a time

You'll just have to trust her with your passcode!
There's no provision in iOS for multiple user accounts on iPhones, iPads, and what have you. It's strictly a one device, one user proposition. Of course there's nothing to stop you from sharing a device with someone.
If she wants to check her email, either you can add her account in Settings > Passwords & Accounts, or she can log in from a web browser. Sending text messages can get tricky, so it's probably best just to open right up with "Hey, it's your beautiful granny using some old guy's phone," or you know, something along those lines.
