How to turn location service off ?

i did updated the software to ios 12.0.1 and then the location service is always on and i dont have the option to turn it off.

My iphone is iphone 8 (64GB) space gray.

i did restart to the iphone and turned any application uses the location off and still dont have the option to turn the location service off.
