What does the error message "apple.com/support -2003 F" mean ? What should I do ?

iMac, macOS High Sierra (10.13.6)

If you can download and create a USBinstaller flash drive, you can use that to "start over."

After I turned on FileVault on my 2011 Mac, there was a black progress bar for hours.I pulled the plug out of the socket. Then I could only log in as a guest user and only in Safari. I tried running First Aid on "Macintosh HD". First Aid process has failed. Then I tried to install macOS High Sierra on the disk "Macintosh HD". My WiFi was on. I received the error messages "The recovery server could not be contacted" and "The operation couldn't be completed. Permission denied." I shut down the Mac. Then I clicked Option + Command + R and after one hour I received the error message "apple.com/support -2003F". What should I do ?
