Itunes 12.9 separate download

Hi im still hoping that apple could do a separate download on the itunes 12.9 due to not all in asia have a fast internet and some people are still encountering error after installing ios mojave they cannot access on the app store and etc. please apple make a separate update on the itunes 12.9 so that if there is a problem on ios mojave we can still use itunes to connect phone and not everyone in asia have internet in there houses due to locations. i have already paid a downpayment total of 2,500 but its more than 3 years and still internet company did not install internet at my house due to location kindly have consideration. 5.8 gb something is a big file. but not all people live in america having a good connection on internet.
