Sorry, that is incorrect. I have an Xs Max in front of me and it shows many things in landscape mode, including Contacts and Settings which the OP asked about.
bjrocdoc, if you do not have rotation lock enabled (see Control Center) there are a few other things which may disable landscape view.
- Under Settings/ Display & Brightness/ Display Zoom, do you have Zoom enabled? That will disable landscape view, so turn it back to Standard view and the device will reset, and you should then have landscape view.
- Under Settings/ General/ Accessibility do you have any features enabled? I think some of these (I don't recall which, maybe Zoom?) prevent landscape view.
If you can't find any setting that impacts this, try resetting or even restoring your iPhone Xs Max, it certainly will support landscape view in many ways (but not the Home screen, unfortunately).
