Can't install update in App Store

I can't update any applications in App Store.

I have 5 updates. One is Command Line Tools for Xcode 8.3. The others are iMovie, Pages, Numbers, and Keynote.

When I try to update Command Line Tools (macOS Sierra version 10.12) for Xcode 8.3, I get:

An error has occurred

The operation couldn't be completed. Permission denied(13)

When I try to update one of the other applications, I get

We could not complete your update.

Unknown Error.

I have tried rebooting. I have looked in console but I don't see any errors related to App Store. I do see the following error repeated every so often, not sure if it is related but it has permissions in it:
