Possibly. It should iTunes 12.6.5.3 which is the current version from Deploy apps in a business environment with iTunes - Apple Support. You may need to update to iTunes 12.8 and install some additional software then revert back to 12.6.5.3. I haven't tried it personally. The newer iPhones won't work with that older build and it cannot be installed on Mojave.

Just ran the installer for installing the special version of iTunes (12.6.5). The installation went OK, but when I start iTunes I get the message that iTunes cannot open the library because it was created by e newer version of iTunes. The previous version was 12.7. BTW during the installation it said "this version of iTunes provides support for syncing with devices running IOS11". I'll now see if I can do a manual upgrade to 12.8 and then try again.

I really would appreciate if you could do this. I too have a test partition with High Sierra, but in order for me to verify that iTunes 12.6.5 will connect and sync with IOS12 I'll have to upgrade my iPhone 5s or iPad 5 to IOS12 and if it doesn't work, there's no turning back. Or at least I haven't found a way to downgrade your IOS yet.

Installed 12.8 and verified the installation, then afterwards 12.6.5 and when starting iTunes still get "The file “iTunes Library.itl” cannot be read because it was created by a newer version of iTunes. Would you like to download iTunes now?". You mentioned something about installing some additional software and then revert back to 12.6.5. What kind of additional software are you referring to?

See Empty/corrupt iTunes library after upgrade/crash for a better way to roll back to a compatible version of your database. If you open the one in the Previous iTunes Libraries folder then it gets a new Album Artwork cache and some other supporting files and next time it becomes ever harder to know where the active database should be.

Probably about 5 or 6 hours before I can test my iOS 12 devices but I'll let you know.
