Side bar in mail preferences

I don't have a side bar in mail preferences. How do I get it?

iMac, Mac OS X (10.6.8)

I can see the top menu bar for email I can not see the top bar menu for safari or email unless i point with mouse to the very top. Please help

In Preferences or in the main Mail window? Try Mail/View/Show Mailbox List.
