What Are Uninstalled Apps in Settings>Cellular

In IOS 12 Settings>Cellular towards the bottom where apps that call access cellular data are listed, there is now a section called “Uninstalled Apps” (image below). However, the apps listed there like Phone and Dropbox are clearly resident on my iPhone 7.

Does anyone know what the Uninstalled Apps section stands for? I do not have Settings>General>iPhone Storage>Offload Unused Apps enabled.

Unfortunately, that is incorrect. As I mentioned it is listing apps that are currently on my phone like the Dropbox, Books and Phone apps under Uninstalled Apps. The Phone app is Apple’s and essential for the iPhone to make and receive calls.

Does anyone else have apps that are CURRENTLY ON YOUR PHONE, but are listed in Settings>Cellular>Unlisted Apps?
