how do I restore Notes accidentally deleted before back-up?

If they are in the recently deleted folder in the account, restore them from there.
If you use iCloud Notes and you deleted the Notes in the recently deleted folder, they are gone.
If you deleted them before you backed up and they are not in the recently deleted folder, they are gone as well.
