Well, you have not told us what software versions you are using, so I will assume you are current with all software.

First of all, PDF files have nothing to do with iTunes.
Secondly, "iBooks" no longer exists under MacOS Mojave. The app is now called "Books".
Open the Books app. Use the menu to choose File > Add to Library ...". Add the PDF files using this command.

First of all, before you responded I managed to figure out how to import pdf's into "Books" through iTunes. I plugged in my device and clicked on that then under "On My Device" I selected "Books" then I dragged and dropped the pdf file into that section and it worked.
Secondly, I tried your suggestion of opening "Books" on my computer and then going to File > Add to Library and that works too, but when I opened the program it in turn deleted all uploaded materials that were not purchased off the Apple Store. That didn't help. Now I've lost a lot of materials.
