A pending payment issue

A pending payment from App store is blocking my app store activity.

I have downloaded an app which is a store and I bought something but they never took the money out in the first place, and have restricted my use of the App Store to merely browsing the apps, I can't download or update any of them and they won't allow me to cancel it. I am constantly being asked to verify my payment information each time I try to download an app or update one.
