Settings - screen time - use screen time passcode - is the new restriction.

I don't use restriction so I don't know if you could delete app off that, I would assume it was to just restrict apps and not delete.

You can delete apps by slightly holding down on said app until it wiggles and hit the x.

Or go to settings - general - iphone storage - and scroll down and you can click on an app and - delete app.
