Unless the previous owner responds to you, there is nothing to be done. The phone is useless to you. Sorry.
This is a user-to-user technical support forum. You're not talking to Apple. We're just users like you. But, even if you were to talk to Apple, they would not remove the activation lock unless you could prove you were the original owner.
Apple generally won't unlock secondhand iPhones. The activation lock is an anti-theft measure.
