Why can’t I permanently turn off Wi-Fi and Bluetooth under settings?

Why can’t I permanently turn off Wi-Fi and Bluetooth under settings?I turn it off in settings and then they automatically turn back on a little while later. It’s annoying keep on getting pop-ups asking to join networks all the time. Yes I can turn off *** join networks but then I’m automatically connecting to network’s without even knowing it compromising my security.
