Can't find the Pedalboard in GarageBand

Hey, I'm pretty new to GarageBand, and a lot of tutorials I've watched talk about using a feature called the Pedalboard. They all seem to have it as part of the same toolbar that "Window" and "File" sit on, but it just doesn't exist in mine. Does it not exist in GarageBand 2018? Is it an extra plug-in I have to get? I can't seem to find a download for it. Literally every forum I go to talks like it should just be there, but I can't find it for the life of me and I'm supremely frustrated.

Anybody know if I'm just blind or something? Or is it really not in the 2018 GarageBand? A lot of the tutorials I've seen are from 2017, but given how highly-praised it is, I can't imagine them discontinuing it. So where the heck is it? Even if I try to Search for it nothing comes up. I'm lost.
