Will stainless steel apple watch work without cellular?

I wanted to get an apple watch series 4 stainless steel but wasn't sure whether or not I had to activate cellular in order to use the watch as if it was a gps version. Any help to further understand will be of great help.

The cellular version will work without activating the cellular service.
