Why am I constantly seeing:
Online Status Connections to the server “p18-imap.mail.me.com” on the default ports timed out.
My iCloud email doesn't download for a while, then it does off and on.
Was it because I installed a Microsoft for Mac 2016? Would that have anything to do? I started seeing this occur after I installed it.

No. The installation package include Word, Presentation and Excel for Mac. Oh, and Microsoft OneNote. The outlook is in the applications folder:
