It is now hiding at:
Settings - Screen Time - Content & Privacy Restrictions.
Follow the steps above, then from the Content & Privacy Restrictions, select iTunes & App Store Purchase - Toggle the appropriate choice there.
You seem to have overlooked:
Settings > Screen Time > App Limits
Where is “enable restrictions”? I don’t see an option to turn on or off the ability to delete apps. Is under a different heading now?
My child’s iPad was restricted so he couldn’t delete apps. Now I need to re-enable it so I can delete an app and not finding an option to do so.
This doesn't help.

The list of all the apps does not appear. Only the default iOS apps appear none of my apps downloaded are in this section. So I'm unable to toggle on/off.
