How to set billing address to outside of the country?

I have app store account set in US and VISA credit card from Chase.

But recently I moved to Korea and changed credit card billing address to Korea (I don't have credit card in Korea yet).

Since the card was issued in US, I can't use it in Korea app store.

But the billing address is Korea so I can't use it in US app store as well...

Now I can't set payment method so App store is not working for me 😟

Can anyone tell me how I could fix this problem? Any help would be appreciated.
